Despite facing economic and technological constraints, Iran is developing a state-led, militarized AI ecosystem that has significant implications for both cyber and physical security.
Key Highlights:
Strategic vision — Iran’s leadership aspires to achieve global prominence in AI. They are advancing a national strategy and creating new bureaucratic institutions, even as sanctions isolate the country from Western innovation ecosystems.
AI is increasingly being used to automate, scale, and enhance cyber operations:
– Malware and phishing campaigns are becoming increasingly targeted and more challenging to detect.
– AI-powered tools are being utilized to create deepfakes, conduct behavioral profiling, and simulate human-like interactions in social engineering.
– Iran’s cyber units may use machine learning for vulnerability discovery and penetration testing.
Influence Operations (IO) — AI plays a central role in Iran’s information warfare strategy:
– Natural language processing platforms amplify propaganda, disinformation, and sectarian narratives on social media.
– Chatbot-based platforms for religious and political questions and answers are being deployed domestically to strengthen regime ideology.
Sentiment analysis and media monitoring tools enable Iranto to craft and adapt messaging for both domestic and regional audiences.

The merging of AI with Iran’s offensive cyber doctrine and military-industrial base poses a rising asymmetric threat to regional and global stability.
In my research, I found that authoritarian states are more likely to conceal and deny their offensive cyber actions. Incorporating AI into their capabilities would make it even easier for them than before.
